move spam not possible for admin-users

Description

if you are the domain-admin you cannot select the move spam option becauce you don't have the separate SPAMFILTER form. That is not good, because a domain admin also has it's own 'spam' :-)

domain admin can set this spam settings. But not on the domain admin selection. Please have a look on "Personal Settings" -> Spamfilter

i found it, it's a litte bit confused.
